Community Planning and Sustainable Development has a pivotal
role in managing and protecting the County's resources (land, water, minerals),
environment and quality of life. The Department assists the Board of County
Commissioners with recommendations to ensure that the County grows in a manner
that is fiscally sound and economically beneficial to the County and its
taxpayers. Meeting both responsibilities in a growing environment presents
considerable challenges and opportunities.

The
Community Planning and Sustainable Development Department assists its diverse
customers in planning and building a vibrant community through professional
guidance and technical expertise.
The Building Division provides professional building permit and inspection services to all unincorporated areas of Douglas County to ensure compliance with building codes as amended and adopted by the Board of County Commissioners.
The Building Division also administers the
Drainage, Erosion & Sediment Control (DESC) and
Wildfire Mitigation programs.
The Engineering Division reviews and approves construction plans and reports for new development, both subdivisions and commercial site plans. All capital improvement projects go through Engineering. All construction permits and grading permits (excluding building permits) are issued by the Engineering Division as well. In addition all inspection of the construction of public infrastructure is performed by the Engineering Division. The Engineering Division responsibilities include Capital Improvement Projects; Development Review; Permits, Inspections and Utilities; Stormwater Management; and Transportation Engineering and Traffic Operations.
The Parks, Trails and Building Grounds Division maintains local and regional parks, and regional trails. They
serve as stewards for resource management by providing the design, development, maintenance, and patrol of all Douglas County local and regional parks and regional trail systems.
The Planning Division maintains the
Comprehensive Master Plan (CMP); evaluates land-use proposals for conformance with applicable regulations and CMP goals; handles addressing for the County; provides zoning compliance; maintains
Zoning Resolution,
Subdivision Resolution, and sign regulations; issues sign permits; and provides site development administration for nonresidential construction. Administrative support is provided to the
Planning Commission and the Board of Adjustment.
The Community Services section of the Community Planning and Sustainable Development Department is the lead agency for
Douglas County Community Development Block Grant (CDBG) activities. Any project or program funded with these federal dollars must meet specific eligibility criteria set by the U.S. Department of Housing and Urban Development (HUD), address a local priority need, identified in the County’s 2004-2008 Consolidated Plan, and meet a national objective of the program.
