2008 CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER)
Douglas County has prepared a performance report, which evaluates overall progress in addressing priorities and specific objectives identified in the 2004-2008 Douglas County Consolidated Plan and Annual Action Plan for the 2008 Program Year. The report summarizes CDBG project accomplishments and provides a financial summary of the 2008 CDBG programs. The Consolidated Annual Performance and Evaluation Report (CAPER) is submitted to the Department of Housing and Urban Development (HUD) in accordance with program regulations. The Community Services section of the Community Planning and Sustainable Development Department is the lead agency for Douglas County Community Development Block Grant (CDBG) activities. Any project or program funded with these federal dollars must meet specific eligibility criteria set by the U.S. Department of Housing and Urban Development (HUD), address a local priority need, identified in the County’s 2004-2008 Consolidated Plan, and meet a national objective of the program.
The national objectives of the CDBG program are to:
· benefit low- to moderate-income persons;
· prevent or eliminate slum and blight conditions; and
· address an urgent community need.
The Douglas County CDBG program year runs from Aug. 1 to July 31. The Douglas County 2008 program year grant was approximately $790,000.

The CDBG is a Federally funded grant through HUD that was created to improve the physical, economic, and social conditions for low- and moderate-income residents or low-income areas in Douglas County. It can be used for:

- Housing services
